Background
The Ngā Kaitiaki Terms of Reference approved in 2023 are due to be reviewed. The Funding Contribution Agreement is being reviewed in July.
Your feedback on both of these is vital as we work through this process. We are keen to hear from you about what's working well and what might need to change. There are two surveys listed below we would welcome your input on.
Ngā Kaitiaki TOR Review
Ngā Kaitiaki was originally formed for the wāhi taonga project and then to review the New Plymouth Council District Plan.
Iwi PSGEs directed that engagement with hapū was required for District Plan Review work and Ngā Kaitiaki included iwi PSGEs and hapū groups. Once the Proposed District Plan was notified, the review was completed.
Ngā Kaitiaki refreshed its Terms of Reference to deal with “district wide environmental policy and planning matters”.
Ngā Kaitiaki approved the new Terms of Reference and work programme at the
18 October 2023 meeting.
The need for a new review of the Ngā Kaitiaki Terms of Reference has been recognised.
A number of issues raised by Ngā Kaitiaki and other issues identified by the Iwi Relationships Team.
A number of kaupapa admitted to the meetings that are currently out of scope but of interest to Ngā Kaitiaki (e.g LTP and some bylaws)
Core Terms
Iwi PSGE's and Hapū groups have 1 mandated representative and 1 alternate
Meeting fees, pre-meeting reading time and mileage are paid for attendance by 1 mandated representative per group to the entity
Work Programme consist of Council district wide environmental policy and planning matters and other Council kaupapa as agreed by Ngā Kaitiaki.
The TOR provides for inclusion of a Ngā Kaitiaki initiated priority for the work programme.
Meetings are 6 weekly, two hours in duration and additional workshops are held as agreed by Ngā Kaitiaki.

Funding Contribution Agreement Review
A 12month annual review report is required under the Funding Contribution Agreement.
Ngā Kaitiaki requested a strong review process to ensure the contract is working for Mana Whenua groups. As a result, Ngā Kaitiaki have discussed funding review criteria. The questions below will assist us in gathering Ngā Kaitiaki views on how affective the service has been.
