The existing NPDC Stock Control (Part 10) and Traffic (Part 13) bylaws, are due for review.
It is proposed to replace these two bylaw parts with a new, single stand-alone Traffic, Parking and Stock Control Bylaw (the Draft Bylaw).
The Draft Bylaw rolls over many of the existing provisions and regulations from the two reviewed bylaws. There are also several minor updates proposed in the Draft Bylaw to improve clarity, align to current processes and procedures, and are consistent with good practice bylaws.
Key proposals in the Draft Bylaw include:
- Seeking NZ Transport Agency Waka Kotahi delegation for stationary parking offences and planned road closures for events on state highways in urban areas of New Plymouth, Inglewood, Ōākura, Ōkato and Urenui.
- Restricting berm parking on roads under 65km/hour with a kerb.
- Prohibiting stock races.
- Expanding prohibitions on long term parking to include motor homes, heavy goods vehicles and trailers.
The Draft Bylaw allows the Council, as a road controlling authority, to regulate traffic, parking and stock control on the roads under its care, control or management. The purpose of the Draft Bylaw is to:
- regulate and set the requirements for, and otherwise control, vehicular and other traffic on any road under the care, control or management of the Council; and
- regulate and set the requirements for, and otherwise control, parking and stationary vehicle offences on any road or parking place under the care, control or management of the Council, including certain state highways; and
- provide for the orderly droving and control of stock on roads under the care, control or management of the Council, so as to promote traffic safety and minimise nuisance and damage to roads.
